“四(si)個始(shi)終(zhong)堅持”引領下的肥礦安全生(sheng)產(chan)工作內涵(han)豐富,輔以上下思(si)想統一、卓(zhuo)越執行,使其(qi)更具生(sheng)命力、更富實效性。
(一)始終堅(jian)持(chi)正確的(de)理(li)念引(yin)領。在(zai)省(sheng)委(wei)省(sheng)政(zheng)府和能(neng)源(yuan)集團領導下,肥(fei)礦雖然通過改(gai)革重組活了過來,但體量小、底(di)子(zi)(zi)薄(bo)、負擔重、造血能(neng)力差、質量標準化(hua)欠賬大(da)的(de)現狀(zhuang)并無質的(de)改(gai)觀,肥(fei)礦依然十(shi)分(fen)孱(chan)弱。尤其是安(an)全(quan)(quan)(quan)生產上(shang),更是出不(bu)得(de)半點問題,否則就(jiu)是滅頂之災(zai)、滅企之災(zai)。面對這種(zhong)現狀(zhuang),在(zai)安(an)全(quan)(quan)(quan)生產上(shang)我們不(bu)搞花架子(zi)(zi),不(bu)提大(da)口號(hao),不(bu)多講(jiang)大(da)道理(li),而是系(xi)統(tong)講(jiang)、反復講(jiang)“安(an)全(quan)(quan)(quan)是穩(wen)中之穩(wen)”“端安(an)全(quan)(quan)(quan)碗、吃安(an)全(quan)(quan)(quan)飯、掙(zheng)安(an)全(quan)(quan)(quan)錢”“安(an)全(quan)(quan)(quan)是保(bao)家(jia)工(gong)程(cheng)”等(deng)樸(pu)實(shi)(shi)、接(jie)地氣的(de)安(an)全(quan)(quan)(quan)理(li)念,并利用(yong)近半年的(de)時(shi)間(jian)開展“安(an)全(quan)(quan)(quan)是穩(wen)中之穩(wen)”系(xi)列思考,配發10篇評論文章,每篇一個專題,引(yin)導職工(gong)深(shen)刻思考“怎(zen)(zen)么端穩(wen)安(an)全(quan)(quan)(quan)碗、吃好安(an)全(quan)(quan)(quan)飯、多掙(zheng)安(an)全(quan)(quan)(quan)錢”“怎(zen)(zen)么樹牢紅線意(yi)識、底(di)線思維”,把這些樸(pu)實(shi)(shi)的(de)安(an)全(quan)(quan)(quan)理(li)念化(hua)作員工(gong)群眾最(zui)真實(shi)(shi)的(de)情感共鳴,成為自覺行動(dong)。

(四(si))始終堅持從嚴(yan)從實久久為功(gong)。堅持黨(dang)管安(an)(an)(an)(an)全(quan)(quan)(quan)(quan),落實“黨(dang)政同責(ze)(ze)、一崗雙(shuang)責(ze)(ze)、齊(qi)抓共(gong)管、失責(ze)(ze)追責(ze)(ze)”安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)責(ze)(ze)任(ren)體(ti)系(xi),從嚴(yan)執行(xing)(xing)各層級各崗位安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)責(ze)(ze)任(ren)制(zhi),管在日常(chang)、嚴(yan)在經常(chang),常(chang)態化(hua)、反(fan)復(fu)抓、抓反(fan)復(fu),做到久久為功(gong)。一是(shi)(shi)按照“穩(wen)中(zhong)求進、進中(zhong)求安(an)(an)(an)(an)”工作總基(ji)調,對多年(nian)來行(xing)(xing)之有效(xiao)的安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)工作制(zhi)度予以(yi)固化(hua),對安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)“十個(ge)體(ti)系(xi)”“雙(shuang)重預防”機(ji)制(zhi)建(jian)設等有效(xiao)做法予以(yi)繼(ji)承和完善(shan)。二是(shi)(shi)成(cheng)(cheng)立(li)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)稽(ji)查(cha)小(xiao)分隊,開展點穴(xue)式(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)稽(ji)查(cha),補短板(ban)、抓“活(huo)魚”,解剖(pou)反(fan)面案例,倒追倒查(cha)、向前追溯,釋放嚴(yan)抓安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)、持續從嚴(yan)的鮮明信(xin)號。三是(shi)(shi)實施礦班(ban)子(zi)成(cheng)(cheng)員和安(an)(an)(an)(an)監(jian)處(chu)管理(li)人員安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)履職量化(hua)考評,分別規定26項(xiang)、25項(xiang)量化(hua)考評項(xiang)目(mu),每月對比分析、公開通(tong)(tong)報(bao)。四(si)是(shi)(shi)開展會(hui)診式(shi)、幫扶式(shi)、準入式(shi)等特色(se)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)檢查(cha),提(ti)高(gao)檢查(cha)的針對性、實效(xiao)性。五是(shi)(shi)實施《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)通(tong)(tong)報(bao)》制(zhi)度,突出主責(ze)(ze)主業和直接責(ze)(ze)任(ren)者,嚴(yan)格(ge)問(wen)題追責(ze)(ze)考核(he);實施《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)聚(ju)焦(jiao)》制(zhi)度,聚(ju)焦(jiao)內外部安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)好經驗、好做法,正向引導,激發全(quan)(quan)(quan)(quan)員創新(xin)活(huo)力。
三、兼容并蓄、典型引領,有效激發企業安全發展新活力
今年(nian)以來,肥(fei)礦(kuang)在(zai)(zai)“四個始(shi)終堅持(chi)(chi)”引領下,對內苦練安(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)管(guan)(guan)理(li)內功,對外積極(ji)對標學習、自我提升(sheng),安(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)工(gong)(gong)(gong)作(zuo)步入健康(kang)可持(chi)(chi)續發展“快車道”。一是(shi)“安(an)(an)全(quan)(quan)是(shi)穩中之(zhi)穩”成(cheng)(cheng)為企業共識。安(an)(an)全(quan)(quan)是(shi)最大(da)(da)的(de)(de)政治、最大(da)(da)的(de)(de)業績、最大(da)(da)的(de)(de)效(xiao)益、最好的(de)(de)形象。年(nian)初(chu),肥(fei)礦(kuang)下發的(de)(de)第(di)一個文件就是(shi)安(an)(an)全(quan)(quan)1號文件,召(zhao)開的(de)(de)第(di)一個大(da)(da)型會(hui)議就是(shi)安(an)(an)全(quan)(quan)工(gong)(gong)(gong)作(zuo)會(hui),研究的(de)(de)第(di)一個事項就是(shi)安(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)工(gong)(gong)(gong)作(zuo)。通過上(shang)(shang)半年(nian)的(de)(de)嚴(yan)抓嚴(yan)管(guan)(guan),有效(xiao)杜絕(jue)了(le)重(zhong)傷(shang)以上(shang)(shang)工(gong)(gong)(gong)傷(shang)事故。二是(shi)“掙(zheng)錢(qian)就掙(zheng)安(an)(an)全(quan)(quan)工(gong)(gong)(gong)資(zi)”成(cheng)(cheng)為全(quan)(quan)員目標。今年(nian)以來,集團(tuan)層面累計(ji)下礦(kuang)檢查1035人次(ci),與去年(nian)同期(qi)基本持(chi)(chi)平;查處(chu)違章547起(qi),同比(bi)降(jiang)低(di)(di)12%;查處(chu)問題5162條,同比(bi)降(jiang)低(di)(di)36%;考核罰款(kuan)361622元(yuan)(yuan),同比(bi)降(jiang)低(di)(di)64.2%。上(shang)(shang)級(ji)煤(mei)監部(bu)門、能源(yuan)管(guan)(guan)理(li)部(bu)門、地(di)方監管(guan)(guan)部(bu)門對肥(fei)礦(kuang)總部(bu)及各礦(kuang)執法(fa)檢查46次(ci),檢查頻次(ci)同比(bi)增加50%,合計(ji)行政罰款(kuan)同比(bi)降(jiang)低(di)(di)11.4%。2019年(nian),在(zai)(zai)實現安(an)(an)全(quan)(quan)生(sheng)(sheng)產(chan)前提下,我們將力爭(zheng)在(zai)(zai)崗職(zhi)工(gong)(gong)(gong)年(nian)人均(jun)工(gong)(gong)(gong)資(zi)9.2萬元(yuan)(yuan)、增幅12%以上(shang)(shang),其中采(cai)掘職(zhi)工(gong)(gong)(gong)力爭(zheng)達(da)到月(yue)均(jun)工(gong)(gong)(gong)資(zi)過萬元(yuan)(yuan)。三(san)是(shi)“一提雙(shuang)優增雙(shuang)效(xiao)”成(cheng)(cheng)為生(sheng)(sheng)產(chan)自覺。上(shang)(shang)半年(nian),肥(fei)礦(kuang)整(zheng)體(ti)回采(cai)工(gong)(gong)(gong)效(xiao)同比(bi)提升(sheng)6.3%,掘進工(gong)(gong)(gong)效(xiao)同比(bi)提升(sheng)8.05%;去年(nian)10月(yue)投產(chan)、今年(nian)3月(yue)停(ting)采(cai)的(de)(de)白莊煤(mei)礦(kuang)9802薄(bo)煤(mei)層智(zhi)能化(hua)(hua)高(gao)效(xiao)綜采(cai)工(gong)(gong)(gong)作(zuo)面,直(zhi)接工(gong)(gong)(gong)每(mei)班減少7人,人均(jun)工(gong)(gong)(gong)效(xiao)增幅87.3%,每(mei)月(yue)減少人工(gong)(gong)(gong)成(cheng)(cheng)本16.6萬元(yuan)(yuan),顯示出“一提雙(shuang)優”的(de)(de)巨大(da)(da)威力。目前,梁寶寺煤(mei)礦(kuang)大(da)(da)采(cai)高(gao)綜放智(zhi)能化(hua)(hua)工(gong)(gong)(gong)作(zuo)面已安(an)(an)裝完畢,正組織試運行。6月(yue)28日,我們在(zai)(zai)陳(chen)蠻莊煤(mei)礦(kuang)召(zhao)開了(le)標準化(hua)(hua)暨“雙(shuang)效(xiao)”提升(sheng)推進會(hui),效(xiao)果良好。
“四個始(shi)終(zhong)堅持”是肥(fei)礦(kuang)抓(zhua)安(an)全(quan)生(sheng)產的(de)基(ji)本(ben)原則、基(ji)本(ben)遵循(xun),是質(zhi)量標準化內涵的(de)發(fa)展(zhan)(zhan)和創(chuang)新(xin)。下一步,我們將認(ren)真貫徹落實能源集(ji)團安(an)全(quan)生(sheng)產半(ban)年會議精神,認(ren)真借鑒學習兄(xiong)弟(di)單位安(an)全(quan)生(sheng)產好經(jing)驗好做(zuo)法(fa),不斷完(wan)善充實“四個始(shi)終(zhong)堅持”,堅定不移抓(zhua)落實,為能源集(ji)團安(an)全(quan)生(sheng)產工(gong)作(zuo)(zuo)持續(xu)穩定健(jian)康發(fa)展(zhan)(zhan)作(zuo)(zuo)出(chu)新(xin)貢獻(xian)。
