一、解放思想、創新提升,奠定“四個始終堅持”引領地位

黨(dang)的(de)(de)(de)(de)(de)(de)十八大(da)(da)以來,習(xi)(xi)近(jin)平總(zong)書記(ji)對(dui)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)提(ti)(ti)出(chu)一(yi)(yi)(yi)系列新(xin)(xin)(xin)觀點、新(xin)(xin)(xin)要求,作(zuo)出(chu)一(yi)(yi)(yi)系列新(xin)(xin)(xin)判斷、新(xin)(xin)(xin)部署。國家對(dui)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)要求之(zhi)高(gao),對(dui)事故追責處理(li)之(zhi)嚴(yan)、力度(du)之(zhi)大(da)(da)、范圍之(zhi)廣、速度(du)之(zhi)快(kuai)均前所(suo)未有。安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)“新(xin)(xin)(xin)常態”倒逼(bi)我們(men)必須(xu)解放思(si)想,創新(xin)(xin)(xin)提(ti)(ti)升,構(gou)建更加科學(xue)、穩(wen)(wen)(wen)(wen)(wen)(wen)固、可(ke)持(chi)續的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)管(guan)控模式。去年8月(yue)份肥(fei)(fei)礦(kuang)新(xin)(xin)(xin)班子成立(li)后,認真(zhen)學(xue)習(xi)(xi)習(xi)(xi)總(zong)書記(ji)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)重(zhong)要思(si)想,省(sheng)委省(sheng)政府、能源集團(tuan)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)重(zhong)要部署,深刻理(li)解“四(si)個(ge)一(yi)(yi)(yi)切”“四(si)個(ge)切忌”“三不四(si)可(ke)”“一(yi)(yi)(yi)提(ti)(ti)雙優(you)”等實(shi)質內涵(han)(han),精細把脈(mo)肥(fei)(fei)礦(kuang)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)經營現(xian)狀,提(ti)(ti)出(chu)“穩(wen)(wen)(wen)(wen)(wen)(wen)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)、穩(wen)(wen)(wen)(wen)(wen)(wen)產(chan)能、穩(wen)(wen)(wen)(wen)(wen)(wen)效益、穩(wen)(wen)(wen)(wen)(wen)(wen)政策、穩(wen)(wen)(wen)(wen)(wen)(wen)人(ren)心”的(de)(de)(de)(de)(de)(de)“五(wu)穩(wen)(wen)(wen)(wen)(wen)(wen)”工(gong)作(zuo)思(si)路(lu),其中(zhong)“穩(wen)(wen)(wen)(wen)(wen)(wen)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)”又是(shi)“穩(wen)(wen)(wen)(wen)(wen)(wen)中(zhong)之(zhi)穩(wen)(wen)(wen)(wen)(wen)(wen)”、基礎之(zhi)基礎。基于“五(wu)穩(wen)(wen)(wen)(wen)(wen)(wen)”工(gong)作(zuo)思(si)路(lu),結合“大(da)(da)學(xue)習(xi)(xi)大(da)(da)調研大(da)(da)改進”,我們(men)深度(du)分析了(le)(le)肥(fei)(fei)礦(kuang)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)面(mian)臨的(de)(de)(de)(de)(de)(de)新(xin)(xin)(xin)形(xing)(xing)勢(shi)、新(xin)(xin)(xin)挑戰、新(xin)(xin)(xin)問題,全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)研判下(xia)一(yi)(yi)(yi)步工(gong)作(zuo),將人(ren)民利益至(zhi)上(shang)的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)立(li)場、生(sheng)命(ming)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)至(zhi)上(shang)的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)文化(hua)、制(zhi)度(du)至(zhi)上(shang)的(de)(de)(de)(de)(de)(de)管(guan)理(li)基調、安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)為先(xian)的(de)(de)(de)(de)(de)(de)發展理(li)念、執行第一(yi)(yi)(yi)的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)責任具體(ti)化(hua)、形(xing)(xing)象化(hua),逐步形(xing)(xing)成并在2019年肥(fei)(fei)礦(kuang)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)工(gong)作(zuo)會上(shang)系統闡述(shu)了(le)(le)以“四(si)個(ge)始終堅持(chi)”為引領的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)管(guan)理(li)新(xin)(xin)(xin)模式。透過去年以來實(shi)踐(jian)驗(yan)證和(he)各級領導(dao)評價,“四(si)個(ge)始終堅持(chi)”完(wan)(wan)全(quan)(quan)(quan)(quan)(quan)(quan)符合上(shang)級對(dui)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)的(de)(de)(de)(de)(de)(de)指示(shi)要求、完(wan)(wan)全(quan)(quan)(quan)(quan)(quan)(quan)符合肥(fei)(fei)礦(kuang)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)現(xian)狀,是(shi)必須(xu)認真(zhen)遵循的(de)(de)(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)產(chan)基礎性(xing)思(si)想引領,是(shi)新(xin)(xin)(xin)時代肥(fei)(fei)礦(kuang)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)質量標準化(hua)建設內涵(han)(han)的(de)(de)(de)(de)(de)(de)拓(tuo)展和(he)外延。

二、思想引領、卓越執行,夯實精細高效安全管控模式

“四(si)個(ge)始終堅持”引領(ling)下(xia)的(de)肥礦(kuang)安(an)全生(sheng)產工作內涵豐富,輔(fu)以上下(xia)思想統(tong)一、卓越執行,使其更(geng)具生(sheng)命力、更(geng)富實效性。

(一)始終(zhong)堅持正確的(de)理念引(yin)領(ling)。在省委省政府和能(neng)源集團領(ling)導下,肥礦(kuang)雖(sui)然通(tong)過改革重(zhong)組活了過來,但體量(liang)小(xiao)、底子(zi)薄、負擔重(zhong)、造血能(neng)力差、質(zhi)量(liang)標準化(hua)(hua)欠(qian)賬大的(de)現狀并(bing)無質(zhi)的(de)改觀,肥礦(kuang)依然十(shi)分孱弱。尤其是(shi)(shi)安(an)(an)全(quan)(quan)生產(chan)上,更是(shi)(shi)出不得半(ban)點問題(ti),否(fou)則就是(shi)(shi)滅頂之(zhi)災、滅企之(zhi)災。面對這種現狀,在安(an)(an)全(quan)(quan)生產(chan)上我們不搞花架(jia)子(zi),不提大口號,不多講大道(dao)理,而是(shi)(shi)系(xi)統講、反復(fu)講“安(an)(an)全(quan)(quan)是(shi)(shi)穩(wen)中(zhong)之(zhi)穩(wen)”“端安(an)(an)全(quan)(quan)碗、吃(chi)安(an)(an)全(quan)(quan)飯(fan)、掙安(an)(an)全(quan)(quan)錢”“安(an)(an)全(quan)(quan)是(shi)(shi)保家工程”等樸實、接地氣(qi)的(de)安(an)(an)全(quan)(quan)理念,并(bing)利用近半(ban)年(nian)的(de)時間開(kai)展(zhan)“安(an)(an)全(quan)(quan)是(shi)(shi)穩(wen)中(zhong)之(zhi)穩(wen)”系(xi)列思考(kao),配發10篇(pian)(pian)評論(lun)文章,每篇(pian)(pian)一個(ge)專題(ti),引(yin)導職工深刻思考(kao)“怎么端穩(wen)安(an)(an)全(quan)(quan)碗、吃(chi)好安(an)(an)全(quan)(quan)飯(fan)、多掙安(an)(an)全(quan)(quan)錢”“怎么樹牢紅(hong)線(xian)意識、底線(xian)思維(wei)”,把這些樸實的(de)安(an)(an)全(quan)(quan)理念化(hua)(hua)作員(yuan)工群(qun)眾最真(zhen)實的(de)情感共鳴,成為(wei)自覺行動。

(二(er)(er))始終堅(jian)持準確的(de)(de)(de)(de)價值(zhi)導向(xiang)。我(wo)們(men)(men)把(ba)抓(zhua)好安全(quan)生(sheng)產(chan)(chan)(chan)作(zuo)為企業的(de)(de)(de)(de)價值(zhi)觀,把(ba)個(ge)(ge)(ge)(ge)(ge)(ge)人(ren)實(shi)(shi)(shi)(shi)現(xian)安全(quan)、周邊消滅(mie)隱(yin)患(huan)作(zuo)為員工的(de)(de)(de)(de)價值(zhi)觀。一(yi)是牢牢把(ba)握(wo)政治價值(zhi)導向(xiang)。我(wo)們(men)(men)將安全(quan)生(sheng)產(chan)(chan)(chan)作(zuo)為最大的(de)(de)(de)(de)政治,當作(zuo)檢驗“四個(ge)(ge)(ge)(ge)(ge)(ge)意識”強不(bu)強、是否同黨保持高度(du)一(yi)致、能不(bu)能做到行動(dong)自覺的(de)(de)(de)(de)重要標尺(chi),用(yong)實(shi)(shi)(shi)(shi)際行動(dong)踐行以人(ren)民為中心的(de)(de)(de)(de)安全(quan)發(fa)展思(si)想。二(er)(er)要牢牢把(ba)握(wo)業績(ji)(ji)考核導向(xiang)。下發(fa)安全(quan)績(ji)(ji)效、經營績(ji)(ji)效、誠信(xin)履職“三(san)位一(yi)體”考核辦法,加(jia)大安全(quan)績(ji)(ji)效考核力(li)度(du)。季度(du)實(shi)(shi)(shi)(shi)現(xian)安全(quan)生(sheng)產(chan)(chan)(chan),加(jia)發(fa)一(yi)個(ge)(ge)(ge)(ge)(ge)(ge)月(yue)安全(quan)工資,全(quan)公司約830萬元,人(ren)均約1127元;年度(du)實(shi)(shi)(shi)(shi)現(xian)安全(quan)生(sheng)產(chan)(chan)(chan),再加(jia)發(fa)一(yi)個(ge)(ge)(ge)(ge)(ge)(ge)月(yue)安全(quan)工資。讓所(suo)有效益都體現(xian)在安全(quan)上,真正讓員工得安全(quan)上的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)惠。三(san)是牢牢把(ba)握(wo)選人(ren)用(yong)人(ren)導向(xiang)。堅(jian)持在安全(quan)生(sheng)產(chan)(chan)(chan)實(shi)(shi)(shi)(shi)績(ji)(ji)中選拔(ba)任用(yong)干部,大膽提拔(ba)使(shi)用(yong)嚴安全(quan)、懂生(sheng)產(chan)(chan)(chan)、善(shan)管(guan)理的(de)(de)(de)(de)優秀人(ren)才,培(pei)育肥礦的(de)(de)(de)(de)基礎隊(dui)伍(wu)。最近,我(wo)們(men)(men)為權屬四礦新(xin)增加(jia)了(le)63個(ge)(ge)(ge)(ge)(ge)(ge)安全(quan)生(sheng)產(chan)(chan)(chan)管(guan)理崗位。四是牢牢把(ba)握(wo)卓越(yue)執(zhi)行導向(xiang)。嚴肅“十(shi)個(ge)(ge)(ge)(ge)(ge)(ge)必(bi)須、十(shi)個(ge)(ge)(ge)(ge)(ge)(ge)嚴禁”“十(shi)個(ge)(ge)(ge)(ge)(ge)(ge)深(shen)查、十(shi)個(ge)(ge)(ge)(ge)(ge)(ge)一(yi)律”,嚴格首問負責(ze)制、限時復命(ming)制,推崇實(shi)(shi)(shi)(shi)際、實(shi)(shi)(shi)(shi)用(yong)、實(shi)(shi)(shi)(shi)效,濃厚真干事、多(duo)干事、干成(cheng)事的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)干氛(fen)圍,上下自覺做到“快速反應、立即行動(dong)、追求完美(mei)、不(bu)留(liu)遺(yi)憾”。

(四(si))始終堅(jian)持(chi)(chi)從嚴(yan)從實久(jiu)(jiu)久(jiu)(jiu)為功。堅(jian)持(chi)(chi)黨(dang)管(guan)安(an)(an)(an)全(quan)(quan)(quan),落實“黨(dang)政(zheng)同責(ze)(ze)(ze)、一崗(gang)雙責(ze)(ze)(ze)、齊抓(zhua)共管(guan)、失責(ze)(ze)(ze)追(zhui)(zhui)責(ze)(ze)(ze)”安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)責(ze)(ze)(ze)任(ren)體(ti)系(xi),從嚴(yan)執行各層(ceng)級各崗(gang)位安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)責(ze)(ze)(ze)任(ren)制,管(guan)在(zai)日常(chang)、嚴(yan)在(zai)經常(chang),常(chang)態化(hua)、反(fan)復(fu)抓(zhua)、抓(zhua)反(fan)復(fu),做到久(jiu)(jiu)久(jiu)(jiu)為功。一是按(an)照“穩中求(qiu)進(jin)、進(jin)中求(qiu)安(an)(an)(an)”工作總基調,對多年(nian)來行之有效(xiao)的安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)工作制度(du)予(yu)以固化(hua),對安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)“十個體(ti)系(xi)”“雙重預防(fang)”機制建設(she)等(deng)(deng)有效(xiao)做法予(yu)以繼承和(he)完善(shan)。二是成立(li)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)稽查小分(fen)隊,開展點穴式(shi)安(an)(an)(an)全(quan)(quan)(quan)稽查,補(bu)短板、抓(zhua)“活魚”,解剖反(fan)面案例,倒(dao)追(zhui)(zhui)倒(dao)查、向(xiang)前(qian)追(zhui)(zhui)溯,釋放(fang)嚴(yan)抓(zhua)安(an)(an)(an)全(quan)(quan)(quan)、持(chi)(chi)續(xu)從嚴(yan)的鮮明信號。三是實施礦班(ban)子成員(yuan)和(he)安(an)(an)(an)監處管(guan)理(li)人(ren)員(yuan)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)履(lv)職量化(hua)考(kao)(kao)評(ping),分(fen)別規定(ding)26項(xiang)、25項(xiang)量化(hua)考(kao)(kao)評(ping)項(xiang)目,每月對比分(fen)析、公開通報。四(si)是開展會診式(shi)、幫扶式(shi)、準入式(shi)等(deng)(deng)特色(se)安(an)(an)(an)全(quan)(quan)(quan)檢查,提高檢查的針(zhen)對性、實效(xiao)性。五是實施《安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)通報》制度(du),突出(chu)主(zhu)責(ze)(ze)(ze)主(zhu)業和(he)直接責(ze)(ze)(ze)任(ren)者,嚴(yan)格(ge)問題(ti)追(zhui)(zhui)責(ze)(ze)(ze)考(kao)(kao)核(he);實施《安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)聚焦(jiao)》制度(du),聚焦(jiao)內外部安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)好(hao)經驗(yan)、好(hao)做法,正向(xiang)引導(dao),激發全(quan)(quan)(quan)員(yuan)創新活力(li)。

三、兼容并蓄、典型引領,有效激發企業安全發展新活力

今年(nian)(nian)(nian)以(yi)來,肥(fei)(fei)(fei)礦(kuang)(kuang)(kuang)在“四個(ge)(ge)始終堅持(chi)”引領下,對內苦練安全(quan)生(sheng)產(chan)管(guan)理內功(gong),對外積極對標(biao)學習(xi)、自我提(ti)(ti)升(sheng)(sheng),安全(quan)生(sheng)產(chan)工(gong)(gong)作(zuo)步(bu)入健康可持(chi)續發展“快車道”。一是(shi)(shi)“安全(quan)是(shi)(shi)穩中(zhong)之穩”成(cheng)為企業(ye)共識。安全(quan)是(shi)(shi)最(zui)大(da)的(de)政(zheng)治、最(zui)大(da)的(de)業(ye)績、最(zui)大(da)的(de)效(xiao)益、最(zui)好的(de)形象。年(nian)(nian)(nian)初,肥(fei)(fei)(fei)礦(kuang)(kuang)(kuang)下發的(de)第一個(ge)(ge)文(wen)件(jian)(jian)就(jiu)(jiu)是(shi)(shi)安全(quan)1號(hao)文(wen)件(jian)(jian),召開的(de)第一個(ge)(ge)大(da)型(xing)會(hui)議就(jiu)(jiu)是(shi)(shi)安全(quan)工(gong)(gong)作(zuo)會(hui),研究的(de)第一個(ge)(ge)事(shi)項(xiang)就(jiu)(jiu)是(shi)(shi)安全(quan)生(sheng)產(chan)工(gong)(gong)作(zuo)。通過(guo)上半年(nian)(nian)(nian)的(de)嚴抓嚴管(guan),有效(xiao)杜絕了重傷以(yi)上工(gong)(gong)傷事(shi)故(gu)。二是(shi)(shi)“掙錢就(jiu)(jiu)掙安全(quan)工(gong)(gong)資(zi)”成(cheng)為全(quan)員目標(biao)。今年(nian)(nian)(nian)以(yi)來,集團層面(mian)累計下礦(kuang)(kuang)(kuang)檢(jian)查(cha)1035人(ren)(ren)次(ci)(ci),與去(qu)年(nian)(nian)(nian)同(tong)(tong)(tong)期基本持(chi)平;查(cha)處違章547起(qi),同(tong)(tong)(tong)比(bi)(bi)降(jiang)(jiang)低(di)12%;查(cha)處問題5162條,同(tong)(tong)(tong)比(bi)(bi)降(jiang)(jiang)低(di)36%;考核(he)罰款361622元(yuan)(yuan),同(tong)(tong)(tong)比(bi)(bi)降(jiang)(jiang)低(di)64.2%。上級(ji)煤監部門、能(neng)(neng)(neng)源管(guan)理部門、地方監管(guan)部門對肥(fei)(fei)(fei)礦(kuang)(kuang)(kuang)總部及各礦(kuang)(kuang)(kuang)執法檢(jian)查(cha)46次(ci)(ci),檢(jian)查(cha)頻(pin)次(ci)(ci)同(tong)(tong)(tong)比(bi)(bi)增加50%,合計行政(zheng)罰款同(tong)(tong)(tong)比(bi)(bi)降(jiang)(jiang)低(di)11.4%。2019年(nian)(nian)(nian),在實現安全(quan)生(sheng)產(chan)前(qian)提(ti)(ti)下,我們(men)將力(li)(li)爭在崗職(zhi)工(gong)(gong)年(nian)(nian)(nian)人(ren)(ren)均工(gong)(gong)資(zi)9.2萬(wan)(wan)元(yuan)(yuan)、增幅(fu)12%以(yi)上,其中(zhong)采(cai)(cai)(cai)掘(jue)職(zhi)工(gong)(gong)力(li)(li)爭達(da)到月(yue)均工(gong)(gong)資(zi)過(guo)萬(wan)(wan)元(yuan)(yuan)。三是(shi)(shi)“一提(ti)(ti)雙(shuang)(shuang)優增雙(shuang)(shuang)效(xiao)”成(cheng)為生(sheng)產(chan)自覺。上半年(nian)(nian)(nian),肥(fei)(fei)(fei)礦(kuang)(kuang)(kuang)整體回采(cai)(cai)(cai)工(gong)(gong)效(xiao)同(tong)(tong)(tong)比(bi)(bi)提(ti)(ti)升(sheng)(sheng)6.3%,掘(jue)進工(gong)(gong)效(xiao)同(tong)(tong)(tong)比(bi)(bi)提(ti)(ti)升(sheng)(sheng)8.05%;去(qu)年(nian)(nian)(nian)10月(yue)投產(chan)、今年(nian)(nian)(nian)3月(yue)停(ting)采(cai)(cai)(cai)的(de)白莊煤礦(kuang)(kuang)(kuang)9802薄煤層智(zhi)能(neng)(neng)(neng)化(hua)高(gao)效(xiao)綜(zong)采(cai)(cai)(cai)工(gong)(gong)作(zuo)面(mian),直(zhi)接(jie)工(gong)(gong)每班減少7人(ren)(ren),人(ren)(ren)均工(gong)(gong)效(xiao)增幅(fu)87.3%,每月(yue)減少人(ren)(ren)工(gong)(gong)成(cheng)本16.6萬(wan)(wan)元(yuan)(yuan),顯示出“一提(ti)(ti)雙(shuang)(shuang)優”的(de)巨大(da)威力(li)(li)。目前(qian),梁(liang)寶(bao)寺煤礦(kuang)(kuang)(kuang)大(da)采(cai)(cai)(cai)高(gao)綜(zong)放智(zhi)能(neng)(neng)(neng)化(hua)工(gong)(gong)作(zuo)面(mian)已安裝(zhuang)完畢,正組織試運行。6月(yue)28日,我們(men)在陳蠻莊煤礦(kuang)(kuang)(kuang)召開了標(biao)準化(hua)暨“雙(shuang)(shuang)效(xiao)”提(ti)(ti)升(sheng)(sheng)推進會(hui),效(xiao)果(guo)良好。
