【“兩化融合”經驗談】之四:魯西煤礦以成本制勝助推“兩化融合”落地

魯西(xi)煤礦深入貫徹落實集團(tuan)公司(si)一系列(lie)成本(ben)管控指導思想,牢固樹(shu)立“成本(ben)致勝”理(li)(li)念,以全面預(yu)算管理(li)(li)為抓手,對各(ge)項成本(ben)費用前置(zhi)把關,杜絕不合理(li)(li)成本(ben)費用預(yu)算資金列(lie)支。持(chi)續開(kai)展成本(ben)構成分析、系統運行寫實,選準突破口、找準著力點(dian),進一步強(qiang)化成本(ben)管控內(nei)功。確保營業(ye)成本(ben)增長(chang)低于(yu)營業(ye)收(shou)入增長(chang),成本(ben)費用利潤率實現(xian)穩中有升。

1-7月(yue)份,魯西煤礦職工薪酬(chou)、折舊、維簡、安(an)全、財務費用(yong)5項費用(yong)占煤炭(tan)總(zong)成本比重同比減(jian)少(shao)6.77%,固定(ding)及相對(dui)固定(ding)成本占比減(jian)少(shao)4.58%。

一、強化體系建設

制定(ding)《魯西煤(mei)礦“兩化融合”管(guan)理細化實施方案》《材料管(guan)理規定(ding)》《節能用電(dian)考(kao)(kao)(kao)(kao)核(he)細則(ze)》《物資管(guan)理辦(ban)(ban)法》《“四金”占用考(kao)(kao)(kao)(kao)核(he)辦(ban)(ban)法》《降本(ben)(ben)(ben)(ben)增(zeng)效(xiao)(xiao)管(guan)理考(kao)(kao)(kao)(kao)核(he)辦(ban)(ban)法》等文件,重點圍繞人工成(cheng)本(ben)(ben)(ben)(ben)、材料成(cheng)本(ben)(ben)(ben)(ben)、能耗成(cheng)本(ben)(ben)(ben)(ben)、維修成(cheng)本(ben)(ben)(ben)(ben)等可變成(cheng)本(ben)(ben)(ben)(ben),持(chi)續開(kai)(kai)展工作(zuo)寫實,定(ding)期召開(kai)(kai)月度(du)經(jing)濟活動(dong)(dong)分(fen)析會,分(fen)析通(tong)報各項成(cheng)本(ben)(ben)(ben)(ben)費(fei)用變動(dong)(dong)情(qing)況,找準成(cheng)本(ben)(ben)(ben)(ben)管(guan)控(kong)薄弱環節,補齊(qi)成(cheng)本(ben)(ben)(ben)(ben)管(guan)控(kong)短(duan)板弱項,針對性整改提升。嚴格(ge)成(cheng)本(ben)(ben)(ben)(ben)考(kao)(kao)(kao)(kao)核(he)機制,材料費(fei)、電(dian)費(fei)、維修費(fei)嚴格(ge)實行定(ding)額(e)(e)管(guan)理,加大成(cheng)本(ben)(ben)(ben)(ben)節超獎(jiang)(jiang)罰力度(du),考(kao)(kao)(kao)(kao)核(he)聯掛相(xiang)關業(ye)務科(ke)室(shi)及(ji)責(ze)任(ren)人,1-7月累計(ji)考(kao)(kao)(kao)(kao)核(he)獎(jiang)(jiang)懲66人次(ci),獎(jiang)(jiang)罰金額(e)(e)3.47萬元,充(chong)分(fen)調動(dong)(dong)各級管(guan)理人員降本(ben)(ben)(ben)(ben)增(zeng)效(xiao)(xiao)主動(dong)(dong)性和創造性。

二、強化“兩化融合”降本

強化內部(bu)市場化管(guan)(guan)理(li),細化成本管(guan)(guan)理(li)單元(yuan),層層壓實(shi)成本管(guan)(guan)理(li)責任。按(an)照“小組化管(guan)(guan)理(li)、項目化落實(shi)”的原則,對重點成本攻關任務進行考核,有效(xiao)促(cu)進了工(gong)作效(xiao)率提(ti)升(sheng)。以工(gong)作寫實(shi)為抓手,從(cong)系(xi)統、設備、管(guan)(guan)理(li)等方面(mian)找短板,持續(xu)優(you)化相關技術流程及(ji)指標參數,促(cu)進精益化管(guan)(guan)理(li)水平提(ti)升(sheng)。

一是在快(kuai)速掘進(jin)方(fang)面(mian),結合“掘進(jin)提(ti)升(sheng)年”活(huo)動(dong)(dong)的要(yao)求(qiu),重新組織開展了(le)掘進(jin)現場寫實,優(you)(you)化(hua)支護參數(shu),爆(bao)破參數(shu),三(san)采(cai)(cai)(cai)軌道下山揭煤后優(you)(you)化(hua)了(le)炮眼布(bu)置,提(ti)高了(le)循環進(jin)尺(chi);加強設(she)(she)備維修人員的培訓力度(du),提(ti)升(sheng)“快(kuai)速掘進(jin)、一次成(cheng)巷(xiang)”水(shui)平,完成(cheng)了(le)三(san)采(cai)(cai)(cai)、一采(cai)(cai)(cai)“猴車”安裝、調試及三(san)采(cai)(cai)(cai)下山安全設(she)(she)施(shi)改造,提(ti)高三(san)采(cai)(cai)(cai)掘進(jin)工(gong)作面(mian)的輔助運(yun)輸效率,節約費用40余萬元;引進(jin)氣動(dong)(dong)單(dan)軌吊2臺(tai)、維修升(sheng)級1臺(tai)、升(sheng)級改造無(wu)極繩絞(jiao)車1臺(tai),提(ti)升(sheng)了(le)掘進(jin)后路輔助運(yun)輸效率。1-7月份,三(san)采(cai)(cai)(cai)膠(jiao)帶(dai)下山掘進(jin)工(gong)效提(ti)升(sheng)17.3%、三(san)采(cai)(cai)(cai)軌道下山提(ti)升(sheng)2.11%。

二是在高效采(cai)煤方面,突出抓好生產(chan)組(zu)織,嚴格執行(xing)生產(chan)前(qian)確認制度(du),時(shi)刻保持現場條件、裝備的(de)良好狀態,保證整個采(cai)煤工(gong)(gong)作(zuo)高效運(yun)行(xing)。目前(qian),煤機速度(du)提高0.76米/分(fen)(fen)(fen)鐘,最(zui)高達到3.5米/分(fen)(fen)(fen)鐘。根(gen)據(ju)觀測結果及時(shi)分(fen)(fen)(fen)析礦壓(ya)變(bian)(bian)化規律,優化超前(qian)支(zhi)護設計,制定出最(zui)合適的(de)超前(qian)支(zhi)護長(chang)度(du),減少工(gong)(gong)作(zuo)面兩(liang)順槽(cao)變(bian)(bian)形量,避免人員劈(pi)幫(bang),節省工(gong)(gong)作(zuo)時(shi)間(jian);計劃在接續工(gong)(gong)作(zuo)面順槽(cao)采(cai)用(yong)主動支(zhi)護代替單體(ti)液壓(ya)支(zhi)柱形式,預計可(ke)減少支(zhi)護工(gong)(gong)6人。1-7月份采(cai)煤工(gong)(gong)效增(zeng)幅6%。

三(san)是在(zai)系(xi)(xi)統(tong)優化方(fang)面,持(chi)續優化皮(pi)帶(dai)運(yun)(yun)輸(shu)系(xi)(xi)統(tong),在(zai)-300強力皮(pi)帶(dai)上方(fang)安裝“皮(pi)上皮(pi)”,用于輔助(zhu)采(cai)區生產運(yun)(yun)輸(shu)需要,年節約電(dian)(dian)費162萬元。對3下A07皮(pi)帶(dai)巷1#、2#皮(pi)帶(dai)進(jin)行變(bian)(bian)頻改造,配置(zhi)智能煤流控制系(xi)(xi)統(tong),降(jiang)(jiang)(jiang)低(di)電(dian)(dian)耗,目前皮(pi)帶(dai)運(yun)(yun)輸(shu)效(xiao)率為(wei)70%。累計(ji)停(ting)用變(bian)(bian)壓(ya)器7臺,更換淘汰老舊開關150余臺,優化后各采(cai)區變(bian)(bian)電(dian)(dian)所變(bian)(bian)壓(ya)器負荷(he)平均(jun)為(wei)75%,年可節約電(dian)(dian)費13.6萬元。組織(zhi)開展水(shui)倉(cang)清淤,水(shui)倉(cang)有效(xiao)容量增加至(zhi)90%,-300污水(shui)處(chu)理站(zhan)安裝恒壓(ya)供(gong)水(shui)系(xi)(xi)統(tong),有效(xiao)減(jian)少(shao)了(le)水(shui)泵、電(dian)(dian)機磨損(sun)和(he)(he)電(dian)(dian)能消耗,-300水(shui)泵噸(dun)水(shui)百米電(dian)(dian)耗由原(yuan)來的0.48度(du)降(jiang)(jiang)(jiang)至(zhi)0.41度(du),降(jiang)(jiang)(jiang)幅(fu)14.6%;-405水(shui)泵噸(dun)水(shui)百米電(dian)(dian)耗由原(yuan)來的0.45度(du)降(jiang)(jiang)(jiang)至(zhi)0.36度(du),降(jiang)(jiang)(jiang)幅(fu)20%。持(chi)續抓(zhua)好通風降(jiang)(jiang)(jiang)阻(zu)工作,共封(feng)閉(bi)閑置(zhi)巷道10處(chu)、長度(du)1719m,對總回風巷等巷道擴(kuo)修212米;對一采(cai)區密閉(bi)、輔助(zhu)采(cai)區沿空留巷噴涂和(he)(he)通風設施進(jin)行堵漏,累計(ji)減(jian)少(shao)漏風276立方(fang)米/分鐘。1-7月(yue)全礦噸(dun)煤電(dian)(dian)耗降(jiang)(jiang)(jiang)至(zhi)23.77度(du)/噸(dun),比2020年7-10月(yue)降(jiang)(jiang)(jiang)低(di)了(le)1.81度(du)/噸(dun),降(jiang)(jiang)(jiang)幅(fu)7%。

四(si)是在(zai)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)質提(ti)升(sheng)方面,著(zhu)力(li)提(ti)升(sheng)核定產(chan)能背景(jing)下的煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭產(chan)量,做(zuo)大分(fen)母(mu),降低煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭單位(wei)成(cheng)本(ben)。緊(jin)(jin)緊(jin)(jin)圍繞“含(han)矸(gan)率(lv)(lv)(lv)(lv)、含(han)雜率(lv)(lv)(lv)(lv)”兩個(ge)重點(dian)(dian),從采(cai)掘源頭、從每個(ge)細(xi)節抓(zhua)起,采(cai)取多種措施減少矸(gan)石(shi)、減少雜物(wu)(wu),特別(bie)是在(zai)工(gong)(gong)作面煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)層變薄(bo)時,嚴(yan)(yan)(yan)格控(kong)制(zhi)采(cai)高(gao),把架間漏矸(gan)清理(li)至老空;大塊(kuai)矸(gan)石(shi)揀出裝(zhuang)袋(dai)或沿巷幫碼放(fang)整齊,回(hui)填老空,嚴(yan)(yan)(yan)格落(luo)實(shi)(shi)工(gong)(gong)作面過構造帶分(fen)裝(zhuang)分(fen)運措施,降低原(yuan)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)含(han)矸(gan)率(lv)(lv)(lv)(lv)。根據(ju)接續(xu)安排和規劃(hua)設計(ji),超前做(zuo)好(hao)(hao)預(yu)(yu)測預(yu)(yu)報(bao),及(ji)時測算3上、3下煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)配(pei)比,做(zuo)好(hao)(hao)高(gao)低灰煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)層配(pei)采(cai),實(shi)(shi)現工(gong)(gong)作面精(jing)準配(pei)采(cai)。持續(xu)強(qiang)化“管(guan)理(li)人員和一(yi)線員工(gong)(gong)”煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)質意識提(ti)升(sheng),嚴(yan)(yan)(yan)格執行“商(shang)品煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)率(lv)(lv)(lv)(lv)”獎(jiang)懲、“雜物(wu)(wu)回(hui)購(gou)”考(kao)(kao)核等制(zhi)度,落(luo)實(shi)(shi)毛煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)含(han)雜率(lv)(lv)(lv)(lv)抽查管(guan)理(li),不斷強(qiang)化煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)炭產(chan)、運、洗、存全過程管(guan)控(kong)。1-7月份原(yuan)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)含(han)矸(gan)率(lv)(lv)(lv)(lv)為(wei)22%,比去年29%降低7個(ge)百(bai)分(fen)點(dian)(dian),預(yu)(yu)計(ji)全年可(ke)增加(jia)商(shang)品煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)4萬(wan)(wan)噸;毛煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)含(han)雜率(lv)(lv)(lv)(lv)為(wei)27千克/萬(wan)(wan)噸,比去年40千克/萬(wan)(wan)噸減少13千克/萬(wan)(wan)噸,降幅32.5%。1-7月份平(ping)均(jun)發熱(re)量超集團公司考(kao)(kao)核指標126大卡(ka)/千克,比去年7-10月提(ti)高(gao)365大卡(ka)/千克,增幅9.7%。

三、強化人工成本管控

一是(shi)優化(hua)(hua)勞(lao)動組織(zhi)降(jiang)本。積極推動勞(lao)動組織(zhi)變革,嚴把人(ren)員(yuan)進(jin)口關,加強(qiang)用工(gong)總量剛性(xing)管控,常態化(hua)(hua)開展控員(yuan)提(ti)效(xiao)工(gong)作,實施“動態”定員(yuan),深(shen)挖(wa)現有人(ren)員(yuan)潛能。1-7月(yue)(yue)通過專業(ye)(ye)化(hua)(hua)隊伍(wu)輸出、人(ren)員(yuan)清(qing)退等方(fang)式減少人(ren)工(gong)成(cheng)(cheng)本387萬(wan)元(yuan),單位成(cheng)(cheng)本減少8.7元(yuan)/噸;二是(shi)強(qiang)化(hua)(hua)工(gong)效(xiao)聯(lian)動降(jiang)本。修訂工(gong)效(xiao)聯(lian)動考(kao)核辦法,建立(li)健(jian)全全員(yuan)業(ye)(ye)績考(kao)核制(zhi)(zhi)度(du)體系,完(wan)善工(gong)效(xiao)考(kao)核掛鉤機制(zhi)(zhi)并嚴格(ge)執行(xing),切實做到工(gong)資(zi)與效(xiao)益同向(xiang)聯(lian)動。其中,機關人(ren)員(yuan)2月(yue)(yue)份(fen)和(he)7月(yue)(yue)份(fen)績效(xiao)工(gong)資(zi)下(xia)調20%,金降(jiang)本24.72萬(wan)元(yuan)。

四、強化財務管理降本

一是(shi)加(jia)大低效無效資(zi)(zi)產(chan)處置力度,通過“干將”APP競拍(pai),處理(li)報廢設備殘料254噸,回收(shou)(shou)(shou)(shou)現(xian)金(jin)(jin)流63.87萬(wan)(wan)(wan)元(yuan);處理(li)監獄移(yi)交的毀損、淘汰(tai)材料及地面工廣廢舊材料167噸,回收(shou)(shou)(shou)(shou)現(xian)金(jin)(jin)流92.42萬(wan)(wan)(wan)元(yuan);堅持(chi)“專班管(guan)(guan)理(li)、一企一策”,持(chi)續(xu)推進逾期債(zhai)權清收(shou)(shou)(shou)(shou),1-7月收(shou)(shou)(shou)(shou)回逾期債(zhai)權530萬(wan)(wan)(wan)元(yuan);二(er)是(shi)加(jia)大資(zi)(zi)金(jin)(jin)管(guan)(guan)理(li)創效力度,通過簽訂個性化(hua)存款協議提(ti)升商票付(fu)款比例等(deng)實現(xian)創效226萬(wan)(wan)(wan)元(yuan);三是(shi)嚴(yan)格現(xian)金(jin)(jin)流管(guan)(guan)理(li),嚴(yan)格資(zi)(zi)金(jin)(jin)預算管(guan)(guan)控(kong)(kong),嚴(yan)格負債(zhai)規模(mo)管(guan)(guan)控(kong)(kong),堅持(chi)“以收(shou)(shou)(shou)(shou)定支”,合理(li)控(kong)(kong)制應(ying)付(fu)款項(xiang)支付(fu)節(jie)奏,在合同(tong)簽訂中爭取寬松(song)的資(zi)(zi)金(jin)(jin)支付(fu)條件,保(bao)持(chi)應(ying)收(shou)(shou)(shou)(shou)、應(ying)付(fu)業務的結(jie)構相(xiang)對匹(pi)配,促進資(zi)(zi)金(jin)(jin)流動(dong)性提(ti)升。二(er)季(ji)度實現(xian)經(jing)營現(xian)金(jin)(jin)凈流量環比增加(jia)5110萬(wan)(wan)(wan)元(yuan),為企業發展提(ti)供堅強自有資(zi)(zi)金(jin)(jin)保(bao)障(zhang);四是(shi)加(jia)大稅收(shou)(shou)(shou)(shou)等(deng)優惠政策研(yan)究(jiu)力度,實現(xian)稅費和政策資(zi)(zi)金(jin)(jin)降本。

五、強化管理協同降本

一是強(qiang)化(hua)(hua)設(she)備集(ji)約(yue)管(guan)(guan)理(li)(li),通(tong)過(guo)集(ji)團設(she)備共享平臺(tai)(tai),做好設(she)備集(ji)約(yue)利用(yong)(yong)(yong)文章(zhang)。1-7月調出(chu)(chu)梭式礦車三臺(tai)(tai)58萬(wan)(wan)(wan)元(yuan)(yuan),液壓支架40架112萬(wan)(wan)(wan)元(yuan)(yuan);二是強(qiang)化(hua)(hua)材(cai)料集(ji)約(yue)管(guan)(guan)理(li)(li),取消了各工(gong)區(qu)的小倉庫(ku),盤點盤活(huo)各部門現(xian)有倉儲材(cai)料,減少庫(ku)存(cun)積壓,共調劑盤活(huo)庫(ku)存(cun)材(cai)料金額70萬(wan)(wan)(wan)元(yuan)(yuan)。嚴(yan)格(ge)材(cai)料計劃管(guan)(guan)理(li)(li),在確(que)保(bao)安(an)全前(qian)提(ti)(ti)下提(ti)(ti)高(gao)舊材(cai)料的利用(yong)(yong)(yong)效率,強(qiang)化(hua)(hua)對回(hui)撤設(she)備及附(fu)件(jian)維(wei)護保(bao)養的監督及考核,1-7月實現(xian)材(cai)料管(guan)(guan)理(li)(li)降本298萬(wan)(wan)(wan)元(yuan)(yuan);三是強(qiang)化(hua)(hua)用(yong)(yong)(yong)電(dian)管(guan)(guan)理(li)(li),嚴(yan)格(ge)執行“避峰填谷(gu)”用(yong)(yong)(yong)電(dian)制度(du),利用(yong)(yong)(yong)倉儲做好主副井提(ti)(ti)升(sheng)(sheng),打滿谷(gu)段(duan)(duan)(duan),用(yong)(yong)(yong)好平段(duan)(duan)(duan),保(bao)證(zheng)夜(ye)班用(yong)(yong)(yong)電(dian)低谷(gu)段(duan)(duan)(duan)提(ti)(ti)升(sheng)(sheng)滿負荷運行,平段(duan)(duan)(duan)調節;夜(ye)班集(ji)中提(ti)(ti)升(sheng)(sheng)矸(gan)石,中班峰段(duan)(duan)(duan)不提(ti)(ti)升(sheng)(sheng),矸(gan)石在大巷存(cun)放,平段(duan)(duan)(duan)調節提(ti)(ti)升(sheng)(sheng)。-300及-405中央泵房全部實現(xian)夜(ye)班谷(gu)段(duan)(duan)(duan)排水;根據(ju)用(yong)(yong)(yong)電(dian)政策合理(li)(li)安(an)排檢(jian)修(xiu)作業時間;調整優化(hua)(hua)掘進(jin)勞動組(zu)織,峰段(duan)(duan)(duan)不進(jin)行出(chu)(chu)煤(矸(gan))作業。通(tong)過(guo)以上措(cuo)施。1-7月噸煤電(dian)費19.24元(yuan)(yuan)/噸,同比下降2.12元(yuan)(yuan)/噸,降幅9.92%,節約(yue)電(dian)費支出(chu)(chu)200余萬(wan)(wan)(wan)元(yuan)(yuan)。

六、壓縮非生產性支出

大力削減非生產性(xing)(xing)、非緊迫性(xing)(xing)支出(chu),精(jing)打細算,精(jing)當投入,預算前置把關、過程從嚴管(guan)控(kong)(kong)。嚴控(kong)(kong)地面零星工程建設、嚴控(kong)(kong)各類福利性(xing)(xing)補貼性(xing)(xing)支出(chu)、嚴控(kong)(kong)“四項”費(fei)用。1-7月可控(kong)(kong)費(fei)用3369萬元,同比減少147萬元,減幅4.18%。
